Abstract

The idea underlying the constitutional and legal design of the National Anti-Corruption System (SNA) and the complementary national systems is to identify corruption as a multifactorial problem with diverse manifestations that must be addressed at its root causes, distinguishing its consequences, in order to avoid designing public policy strategies that fail to address the phenomenon.
