In November 1992, a fire broke out at Windsor Castle, severely damaging one of the British royal family's residences. The proposed restoration, which would cost 40 million pounds, would be financed with public funds, causing widespread social unrest. At the time, the United Kingdom was facing severe economic hardship, and social programs were being cut sharply.
