Abstract

This essay addresses the issue of municipal control and accountability by proposing a good governance scheme that involves four variables: the presence of periodic elections; the bureaucratic disposition towards transparency; the availability of government information, and the citizen’s willingness to participate in the control and accountability mechanisms. It then proceeds to explain the possibilities and problems that the scheme entails on the basis of three conceptual persons: the bureaucrat, the citizen and the politician, who belong, respectively, to three separate organizational models of the public: efficiency, legitimacy and effectiveness.
